Default outlook difficulty

Hi
When i attempt to open a hyperlink or even attempt to click on a
signature in mails sent to me i get the following message. (This operation
has been cancelled due to restrictions in effect on this computer-please
contact your system administrator).

I should say i'm the sole user of this computer and cannot get to the bottom
of this issue ,any help would be very much appreciated.

Conrol Panel | Internet Options | Programs

There click onto the Reset-Button

If you are using Internet Explorer 7 you'll find the button under the
Advanced tab.

can't find how to download outlook 2000 Professioal or repair it, or download
utlook express

You can't download Outlook.
Outlook Express is part of IE.
