Default Outlook 2003 - block domains

Ok, cool, but when I click "tools=rules and alerts=new rules=start
from a blank rule" and I want to type in a domain name, it pulls up
my contact list and I'm not able to type in a domain name without
creating a contact first.

Type in a domain name where? Use the "with specific words in the sender's
address" condition and use the ddomain name as the specific words.

If their domain is like abc.xyz.hello.com if I just put "hello" in
the field will that cover this domain?

That'll work.
