No can do. The very last rule moves all mail to a specified folder;
thus leaving no messages in the Inbox folder. The reason I do this is
that Outlook prevents me from saving automatically saving a copy of
replied message to the Inbox. So I move all remaining messages to a
folder "New Mail" and thus when I reply to the messages, a copy of the
reply is put into the same folder.

So if I put the new rule at the end, the "All messages" rule would
execute and move my POP3 emails to the New folder and then the new
rule move an additional copy to another folder. I don't want that.
If I set the "All Messages" rule to stop processing more rules, then
the new rule does not execute. If I tell the "All Messages" rule to
only execute for the Exchange account, then the rule only executes
under the Outlook "client" (and not on the server ... as I use Outlook
Web Access too).

But I want the new rule to execute BEFORE the old rules ... as some of
the old rules would affect the messages received. So there is still a
bug that needs to be addressed.

Do you want the new rule to apply in addition to the older rules? if so,
place it at the end of the list. If only it should apply to messages meeting
the criteria in other rules, move it to the top.
