Because Outlook and Outlook Express are two different programs written by
two different product groups for two different types of users.

It's available now if you save all the pictures to a folder and view them
from there. Pictures in a mail message are not on disk until they are
opened for viewing so there's no way any viewer will be able to show you
attachments you haven't opened yet.

Default Email with attached photos, then scrolling through them in Pic

Perhaps a thumbnail image when reading the email would be useful? Browsing
attatchments should be like browsing through an ordinary folder.
