Default Can I create a form to send - & reply creates multiple tasks?

I manage a service group that supports project managers of multiple projects.
I want to create a form to send to project managers - so that when they reply
to my request, I would like the reply to create multiple tasks in my
published calendar. Can this be done in Outlook 2003?
