Default URLs that wrap and don't completely highlight for the recipient

Frequently, when I send a URL to another individual via an Outlook
message, the recipient cannot open the link because a section of the
link got wrapped to a second line of text in the message and is not
highlighted. Is there anything that I can do on my end to prevent
this from happening?

How are you sending the URL. If you use Insert Link option then this issue should not appear.

Usually, this occurs when I send a link from Internet Explorer (i.e.
in I.E. FileSendLink by email.

I am not sure if you hae your answer on this or not. I know it has been awhile.

My understanding is that if a URL is more than 70 - 80 characters it will cause a carriage return. One way to prevent this isto send you email in HTML format. But keep in mind some mail servers do not like HTML and will only process plain text.
