Default image blocked. why?

I have a user, gets emails with embedded pictures, but no picture
shows up, just the "little red x". If she clicks forward the resultant
message shows the picture. I played with security, turning off, then
back on "don't automatically download pictures". No good. I played
with the Macro Security settings, turning them to "low". No good
either. Any ideas?
