Red X'x are usually caused by images that cannot be downloaded from
websites.
If this were happening to me then I'd right click in the item, and use
"View Source" to look at the HTML. In there, you'd find things like:

IMG SRC="http://swiftys.org.uk/images/Brains.gif"

If you took the address mentioned in SRC= (without enclosing quotes, if
any) and entered it into your browser, you'd either see a picture or an
error message. If you see the picture, then your problem is likely
something inside Outlook. If you don't see the picture, then it is
probably something blocking network access. Let us know.

These are HTML E-Mails coming from trusted sources that I have (until
last week) always received the full E-Mail and no red x's from. Right
click only gives a COPY option. Hovering over red x'd box shows an
http:// link with a .php? ending and clicking that link takes you away
to the web site. The hover over also says in bold "Click to follow
link". There are no other options.

In the past with a new (not in address book) E-Mail with these red x's,
then there would be a task bar pop up to tell you that they were blocked
and adding it to the safe sender list fixed it. There is no bar now.

Nothing else has changed in my system, other than Patch Tuesday
downloads and I don't fell like un-installing them to find the problem,
as surely others have had this problem?
