Default Welcome Email Message

Is it possible to change the default welcome email in Outlook?

The first time you open Outlook you get a message how great Outlook is and
what you can do with it.

I would like to use that method to have a welcome email customized with info
about our company, where to find stuff on the network and the like..

Mostly for new hires, I know this will all users will get this if they open
outlook fresh on another system by thats ok.

I have Outlook 2003.
Mostly I am looking to create a custom Welcome message with my own info.
But stopping via roaming is helpful too tnx.

I don't think its supported in outlook 2003 (or 2007).
