Try booting the computer into Safe Mode (restart the computer and as soon as
the computer starts up, start tapping the F8 key on your keyboard to get the
Boot Menu. At the menu, choose Safe Mode. Then try a Detect and Repair via
Control Panel-Add/Remove Programs.

Why do you need to repair or reinstall it?

The reason I had to repair or reinstall was that Outlook would hang in the
middle of receiving or sending a message and I could not exit the program
normally. I had to use Ctrl Alt Del.

The Task Manager (CTRL-Shift-ESC) is a better way to stop non-responding
tasks.

Did you try creating a new Outlook profile via Control Panel-Mail-(Show)
Profiles?
