Default Outlook 2003 Backup Tool

DELL XPS 410 (Dimension 9200) w/XP Pro running Office Small Business 2003. I
am just switching to Outlook 2003 and downloaded the Outlook 2003 Backup Tool
file (pfbackup.exe). Running the install does nothing to change the File
menu. I have done this install 3 times with the same result. Any ideas? Thanks
