Outlook 2003 stays resident?

Default Outlook 2003 stays resident?

When I close programs I kind of like them to close. However, with Outlook
2003, even after I close it there's an icon in the system tray, there's a
copy of outlook in the task manager, and it goes on downloading my emails
from the POP server. I do not want any of these things to happen after I
close Outlook, so how do I stop it? I can't find anything in the help menus.
