No, but the only email program you mentioned in your problem

That is an operating system, and Outlook can be installed on a "Vista Home" computer. Vista does come with an integral email client: It is called, "Windows Mail". You really need to specify which client you use when you post a problem statement. That information is normally obtained from the "Help | About" menu of the application. Be careful about specifying the exact name of your email program
because there are several similarly named ones. I'm assuming you meant "Windows Mail". There is very little chance of recovering permanently deleted emails.
