I'm running into what appears to be a fairly classic Outlook problem,
but not having any luck with the classic solutions.

I recently moved to a new timezone (from MST to PST) and would like my
all-day appointments to appear on a single day rather then spanning two.

The two fixes I can find online are to use the Microsoft Calendar Change
Time Zone tool, or to export and import.

I installed the latest Microsoft Calendar Change Time Zone tool from
Microsoft's site, but it only finds three appointments that need to be
updated, and I can't find any further instructions or information.

ScanPST reports no errors (which is actually a first for me, ever)

The export/import method was my next hope, but unfortunately I have a
lot of recurring appointments so this results in a significant loss of
data.

Does anyone have any suggestions as to what I'm doing wrong above,
and/or another method?

Windows Vista Business x64 SP1, Outlook 2007 SP1.

Do only the all day events need changed? If so, fix the time in outlook so
they are correct, export to Excel format, correct the time zone and edit the
excel sheet to remove the events you don't need to import (like the
recurring events which are now single events). When finished, import it.

I was under the impression all day events were not the recurring
appointments. If they are recurring, you'll need to change them yourself to
keep the recurrences. (It's possible that the recurrences are what messes
the tool up.)

I've got both. Staff members' birthdays, for example, tend to occur
every year indefinitely.

If they are recurring, you'll need to change them yourself to
keep the recurrences. (It's possible that the recurrences are what messes
the tool up.)

It doesn't look like it, only about 40% of my all day items are
recurring.

I've spent some time reviewing them and at this point I can't figure out
what is special about the three that it does recognize, one is an
ex-g/f's birthday that hasn't been touched in about three years (and
recurs annually) the other two are upcoming software releases without
any recurrence, they are actually two of about a dozen copies (ctrl-drag
to copy) of one original item with only the dates and subject lines
changed.

At this point it looks like I'll probably create a list view that
filters on items that are exactly 24 hours long and don't start at
midnight and spend some hours changing everything manually.

(The worst part of it all is that prior to switching from a Palm to a
Windows Mobile device, this would have been trivially easy to fix from
the Palm side since the Palm actually has an "All-day-appointment" flag)

Apparently I can't even do that, I don't seem to be able to write a view
that trips on start time, only start time/date.

Worse, Outlook apparently even still recognizes these items as all-day
appointments even though they're 1440 minutes long but span two days.

I've got around 1200 to modify, so my dreams of doing this manually are
looking less likely.

(1200 counting only the items that do recur, which means I have to
create another view of non-recurring items, move them to another folder,
export them, fix them outside of Outlook, then reimport them)

Surely almost 10 years after this bug was originally reported, these has
got to be a better way? Anyone have any clues why the timezone tool
doesn't actually work?
