Default Junk filtering

We have Exchange 2003 and transitioning from Outlook 2000 to Outlook 2007.
We have two good spam filters before the mail ever touches the Exchange
Server.

Our users are having difficulty with the idea of checking the Junk Mail
folder. Is there a way to turn off filtering in Outlook 2007 through a
group policy? The one we tried in Outlook 2007 policy didn't work, I'm
assuming because we use Exchange.
