Default How do I get "Outlook" for my email?

I've used Outlook Express for several years and recently it stopped "Sending" my emails. My service provider couldn't help and I couldn't figure out what went wrong so I got talked into using "Webmail" by Comcast. Well....I'd like to try "Outlook". Do I have to purchase a package of some sort? Thanks in advance for anyone who can help me.

(I posted this in the Outlook Express forum but no one is answering so maybe that was the wrong place to post it)

Yes, you must purchase Outlook. It's available at Amazon.
