Default BCC field in Outlook 2003 SP 2

I can't see BCC field in Outlook 2003 SP2. I even don't have BCC option
under View menu. How is this possible?

Open a new message screen. Click the View menu BCC field. From then
on, all new messages will show the BCC field unless you turn it off.

I don't have "BCC field" under View menu. That is what I am talking about in

And you don't need it anyway, since, when you click "To", you'll also have
it there.
