It's a standard option in Vista's. I'll have to check on XP's when I find an
installation old enough that's still using it. It has never been an Outlook
option.

I assume you mean the Windows Picture and Fax viewer. However, I cannot
locate the method used to set a JPEG compression level in this
application.
