Outlook is a mail handler, not an 'account'
If you set up a pop mail account in outlook, then it would download all
msgs, that is what a pop account does.
If you are saying you no longer have access to these msgs on your web
interface, the only way of recovering them is by sending/forwarding them to
that mail address.

If your mail address supports imap (eg google) then configuring a imap
account would enable you to access msgs both in Outlook and on your web
interface

You can't send them back once you've downloaded them.

The best you can do for a POP account is to forward the messages as
attachments back to yourself. The message you see will be from you to you,
but the attachments will be the original messages and you can open them and
then reply because they'll contain the original routing information.
