Default Closing Outlook 2003

I have a similar problem that happens every time I close Outlook but do not
shut down, only sign off. When I sign back on and get to my Desk Top, I have
a popup window “End Program – Inbox – MS Outlook”, This program is not
responding…. It gives me the option to chose “Cancel” to check the status
of the program, or, “End Now”.
If I chose "Cancel", the icons on the desk top go away; I am locked up and
need to restart.
The last time I chose "End Now", I got a Blue Screen error and had to go
into safe mode and restore. That was a bit of a pain in the …
Does anyone have a cure?
Thanks

I can open Outlook without any problem the first time but when I close it
down it doesn't close properly and I can't open the program again until I
shut down my computer and re-start it. When I shut down the computer a
message pops up saying it is ending the program "ciceroUIWndFrame".

If anyone can help with this problem I will really appreciate it - it'a
driving me crazy.
