So things are working for you now again or not? Your reply is a little bit
confusing that way ;-)

In general the fix is to click the OK button until it doesn't prompt you
anymore and you get access to Outlook (usually 3 times per pst-file). That
is of course when there really isn't a password on the pst-file.

Just from my reference;
Did you perhaps recently upgraded your Outlook version or applied a specific
update regarding Outlook?
Which mail account type are you using?

Even if you forget the password for the encrypted PST file, you can
still decrypt it by using Advanced Outlook Repair. Advanced Outlook
Repair can decrypt all the encrypted data and convert it into a new
