reinstall outlook
I have just started being unable to send messages in Outlook. I can receive
them however. If I reinstall Outlook (from Enterprise 2007), will I still have all of my contacts and past emails and such still there? If not, what should I do to save them?

You need to configure SMTP settings correctly. Another reason is malfunctioning antivirus application. What are the exact error messages from Outlook? Which antivirus application are you using?
