Default Disallow AutoArchive Option When No Send Limit Reached

When a User reaches their no send limit, Exchange/Outlook pops a window
providing the User a few options to reduce their mailbox size, incl. the
option to Archive their mail to a local .pst file.

Can we disallow the archive option as we do not want any local .pst files.

Thanks for an insight you may have!
