Default mailto links don't work

On any webpage, when I click an "Email us" or similar link, I get at error
message saying "Cannot create item."

I'm using Outlook from Office 2003 professional, and believe I have it
configured as my default email program. I have looked through all the
settings, but can't find what the problem is.
