Default "Successful" install actually incomplete (no .exe or shortcuts)

I've just re-installed (first removed, then installed) Outlook 2002 from the
OEM CD included with my Cingular 8125 Pocket PC. Although the install
process completes normally according to all wizard dialogs, the executable
and its shortcuts are nowhere to be found in the target drive/directory --
there's no entry in the Start menu at all.

Does anybody have any idea why this might occur? At this point, I'm dead in
the water...
