Outlook configuration for a low bandwith environment

Default Outlook configuration for a low bandwith environment

I have 6 Outlook 2003 users on a low bandwith network. Because of loaction
we cannot get HSIA without a T-1 type service which does not pay for itself
for what we do. We recently replaced our PCs and changed Outlook clients
from 2000 to 2003. We are having issues with e-mail and attachment downloads
(using .pst files) We are using a typical pop service from an outside vendor.
The Outlook client will not complete the download and during the attempt,
all other internet access is haulted.

Is there a good way to configure Outlook for this type of environment? I am
confused as to why these issues were not there when using the older client
version.

Do perhaps you have the polling interval set for less than 10 mins?
Does your ISP have web access to mail, so you can check there?
