Why do I always get the encrypt attachment toolbar?

Default Why do I always get the encrypt attachment toolbar?

This appears on every new message, but even when I switch it off, it comes
back with the next message.

Is this an Outlook addin, like WinZip or something?

No, the "Digitally Sign" and "Encrypt" buttons can be added to the Standard
toolbar with the "Add or Remove Buttons" option.
