Default Cache mode in Outlook 2003

We recently upgraded to Outlook 2003 and have lost our junk email filtering
capability. I have tried to switch to cache mode in Outlook but that option
in greyed out. I have looked at the Exchange Server settings and cannot
fiind a Group Policy that restricts this. We are using Exchange Server 2000.
I have admin access and would appreciate any helping fixing this. I am
drowning in spam every Monday morning.
