It is not taking up memory. It is taking up hard drive space. They are not the same thing.
That folder contains a cached copy of the Microsoft Office setup files. Having it on your hard drive means you won't need to find your CD when you need to repair or update Office or add another component to a program you've installed. You can stop shouting now.
