Default Rules and Alerts Questions

I have setup a rule to forward a message that comes from a single user to a
outside email address. The message never arrives. I checked the account
where I created the rule and it show that it did autoforward the message.

I used message tracking on my Exchange 2003 server and it shows the message
being submitted to categorizer.

What does that mean? I checked the outbound queues and I cannot find the
message.

Please help.
