Default What do I do if the Send/Receiver Groups' window doesn't appear?

Nothing happens when I press Ctrl-Alt-S or choosing Send/Receive Groups.
Something is broken in Outlook and I don't know how to fix it. I tried
re-installing, updating, nothing works. I can't even download my POP3 email,
I can only download the headers and then later mark them to download the
actual email. Need help! Outlook 2003
