Importing rules increased spam?!?!?

Default Importing rules increased spam?!?!?

Outlook 2003 SP2

Rather than go through the trouble to set up a bunch of rules, I simply
imorted a set which had been exported by a co-worker who has been building
them for a while. After the import (I previously had no rules set up and spam
protection at low) I seem to be recieving more emails than ever. Was this a
bad idea? What could have caused this? Has anyone else seen this?

Is this perhaps an interaction with the exchange server?

I thought perhaps the configuration forum was more appropriate than the
general.
