Default Proper rights for users

How can I allow end users to create server based outo reply with specific
message without grnating them domain admins, what exchange properties should
I be looking at?

Default Proper rights for users

Users shouldn't need any special rights, since the reply message and rule are stored in their own mailboxes.

the rule. (Except Administrators)

Where am I supposed to look at?

Sue,

I do not understand what you are asking.
The problem I am defining here is a simple but no solution. Foget about
public folder I had mentioned before.

When people create an outlook rule and select - Have Server Reply with
Specific Message - they can not save specific message to their mailbox.
They get error message "You don't have appropriate permission to perform
this operation"

Why? Don't know. Only Admins can create this rule but not average users. I
know this is a permission issue but don't know where to look at.

I assume, not too many people had this error out there, obviously no one
seems to understand what I am talking about.
