Default How do I prevent rules from turning off after reboot?

Everytime Microsoft downloads a security function where the computer is
automatically rebooted, my rules in outlook 2003 are turned off and all mail
just goes into the general Inbox. I have to recreate rules everytime my
computer is rebooted. How do I prevent this?
