Default Allow Outlook folders to be locked in place so not moveable.

I have found Outlook folders accidentally moving with the mouse pointer,
especially with the touchpad on notebooks. 'Twould be gyreatly appreciated to
have a global or local boolean "Don't move" property to prevent the movement.
