Default Outlook Rules

I would like to setup rules for forwarding of mail in Outlook2003 but do not
want the rules to be visible in the rules and alerts box. The reason being is
that i have users who continually fiddle and change settings. Is it possible
to "hide" the rule or create a "script" that runs in Outlook and is not
visible to be fiddled with?
I have no knowledge of scripting and so would need adivse as well?

There is no exchange server either.

I hope someone can assist.
