Default Incomplete documentation on the Outlook adm templates

Most of the "Explain" fields for the policy settings in the Outlook adm
template have not been filled in by Microsoft when they released the template
for general use.

While some of them are fairly obvious as to their purpose, some of the
policy are not. I have seen quite some posts on google from people who have
been trying to understand if a particluar group policy setting can be of use
to them (myself included). Microsoft could have saved quite a lot of time for
system administrators if they had taken the trouble to document the settings
in the adm templates.
