Default why does send/recieve not connect event though the web works

My internet connection is working fine, my computer upstairs that runs
through the same routers works fine with outlook, yet I am unable to setup an
account on this computer. I have tried disabling the firewall and all
security, yet this still fails to work.

do you receive any error messages? what happens when you try to set up an
account?

Hi, Thanks for looking at my query,

When I set up a POP3 account I am unable to test the settings, it says that
the test was cancelled. When I run send/recieve it simply times out, i have
tried extending the timeout to 5 mins however this doesn't make a difference.

It doesn't make any sense to me.
