Default Clicking Outlook help TOC link gives "error launching browser"

I am trying to help a student get their Office Student Teacher Outlook 2003
going. Whenever I click a Help TOC item I get a dialog saying "Micorsoft
Office Outlook - Error Launching Browser". She had Foxfire installed, but it
was behaving weirdly and I removed it. How do I get Outlook Help to open the
browser page?
