Default Macro Security Dialog Box

Hi All,
I've one machine with configuration: Win2000 SP4 and Office 2000.
I am not able to configure Macro Security because whenever I try to open
dialog box for same through menu [Tools-Macro-Security] nothing happens
i.e. dialog box doesnt comes up.
I have patched machine for latest security patches and tried to repair MS
Office also but no luck at all.
I dont want to un-install MS Office and install again because this machine
have fresh installation.
Please help me out.
