Outlook 2003 wont allow me to use a URL Link in an Email

Default Outlook 2003 wont allow me to use a URL Link in an Email

I recentlly installed (clean) Office 2003 and downloaded all MS updates,
Previously
I used Office XP. Now when I recieve a Email that has an URL Link in it I
recieve a message if I click on the link. "Outlook has cancelled this
operation because of restrictions in effect on the computer"
Can someone tell me what these restrictions might be. I am running Windows
XP Pro.
service pack 1 (and downloads up to date except no SP2). I have used office
XP for a couple of years now and never seen this problem in Outlook before.
The only other thing I have changed recentlly is my Browser, I am
experimenting with Firefox.
any help?
