Default Import translator

I cannot find a translator to load an Excel address file. Outlook goes off
to load a translator, but cannot find one. I have the Office Basic Edition
2003 CD that cam with new HP notebook, but it doesn't find it there. There
is no indication where it is looking for this file. Help!
