Default MSOE.DLL file Missiing, cannot open Outlook Express

My Outlook Express will not open because of a this MSOE.DLL file. How do I
fix this so that i can use Outlook Express?
I've tried using the MS Office 2000 Cd that came with my computer and that
doesn't work. I've treid to un-install and re-install the program and that
did not work either.
I am using xp home and IE 6.0
