I am having exactly the same problem and didn't seem to be able to find any clear reference to it in the Microsoft Knowledge Base. If you find the answer, please send me the info to . I have learned how. In Format, there are two parts that are essential. You must select "Plaint Text"; and for Encoding it appears you must select Cyrillic (KOI8-R). Also, of course, you must have a Russian "keyboard" installed for Windows. I find that IF I begin a New Message, then immediately check to be sure I have Plain Text selected, AND I immediately select Encoding set for Cyrillic, the Cyrillic text is preserved.
