Default The setting to leave messages on server turns off on reboot

I have a new Pocket PC that I want to use to retrieve message. I set my
email (POP3) accounts on Outlook to leave the messages on the server and
everything works great until I log off my computer and restart Outlook. When
I return to Outlook the settings on the account haver returned to the default
of deleting the messages from the server
