Default Troubleshoot Outlook install ?

Outlook XP 2002 will not start. Error message (no Error #) reads: Outlook
needs OE 4. or higher.
Outlook Express 6 is installed but Outlook XP 2002 will not start.
Office Update SP 3 is installed.
