Default Continuing problems with archiving in Outlook 2003 SP2

I am still having trouble configuring Outlook to use the new format for PST
files. The result is that archiving will not work. The existing PST files do
not conform to the requirement that Outlook imposes, and the new format is
not available when I try to create a new one using
File\New\OutlookDataFile\Create pst. The option is not available - the only
available option is the old format.

MS Update tells me I have all updates. I have double checked on this and
found that SP2 and subsequent hotfixes have been applied already - I get a
message to that effect if I try to install them again.

I looked at KB 897064, 892089, and 870924. I don't see what is wrong from
them. However, KB897064 suggests a registry edit. It says that the key at
HKEY_CURRENT_USER\Software\Policies\Microsoft\Offi ce\11.0\Outlook\EMSP should
be modified to value 1. However, there is no such key in my system. The key
that does appear at that path in regedit is REG_DWORD NewPSTFormat, and the
value is 3.

The system is XP Pro all up to date and Office 2003 all up to date, plenty
of RAM, plenty of disk space and no generally severe performance problems.
Network is very high bandwidth behind corporate firewall, virus manager is
Symantec Enterprise, Mail is MS Exchnage.

What can I do about this? I am upset that I cannot format any archiving file
successfully and therefore cannot archive, including autoarchive.
