Default Outlook 2003 won't open in Cached Mode

Several of our users launch Outlook the first time only to be told "the
default folders could not be opened". After that, Outlook quits. The only
workaround I've found is to disable cached mode. Has anyone seen this
problem before? Is there a fix?
