Default How do I disable the browser functionality in Outlook 2003

Hello. I work at a company where we want to prevent users on the plant floor
from accessing the internet. We were able to disable the internet
functionality in IE using the proxy server.

However, employees have started using the browser inside their email.
Please give me some advice on how to disable that.
