I can not open Microsoft office outlook 2003 can you say why

I try to open Microsoft office outlook 2003 and i get the message say cannot
start microsoft office outlook unable to open the outlook window the set of
folders could not be open the server is not available contact your
administrator if this condition persists can you help

Create a mail profile that contains a proper reference to a Personal Folders
file.
